- Scholarship for an undergraduate student with a declared major in engineering, with a preference for a student majoring in civil engineering.
- Recipient must have a minimum cumulative GPA of 3.0.
- Recipient must be a graduate of either Belleville Township High School East or Belleville Township High School West in Saint Clair county, Illinois.
- Scholarship may be renewed for additional years provided the recipient maintains eligibility.
